Reginald E. Cathey (Huntsville, 18 agosto 1958) è un attore statunitense, noto per aver interpretato numerosi ruoli in molte serie televisive statunitensi, fra cui Norman Wilson in The Wire, Martin Querns in Oz e Freddy Hayes in House of Cards, un'interpretazione, quest'ultima, che gli ha valso due candidature al Primetime Emmy Award al miglior attore guest star in una serie drammatica.
Reg E. Cathey è nato ad Huntsville, Alabama, e si è diplomato alla J.O. Johnson High School. Ha trascorso la sua infanzia nella Germania Ovest.
